Terms and Conditions
1. Introduction
The e-Licensing System is an online platform operated by the National Lotteries and Gaming Regulatory Board for the submission, processing, verification, approval, renewal, and management of licence applications and related regulatory services.
By accessing or using the e-Licensing System, you agree to comply with these Terms and Conditions, applicable laws, regulations, guidelines, and lawful instructions issued by the Board.
If you do not agree with these Terms and Conditions, you should not use the e-Licensing System except where access is required for a lawful regulatory or administrative purpose.
2. Purpose of the e-Licensing System
The e-Licensing System is provided for official licensing and regulatory purposes, including but not limited to:
- Submission of new licence applications.
- Submission of licence renewal applications.
- Uploading and management of application documents.
- Processing of application fees, licence fees, and related PRNs.
- Verification of applicant, operator, employee, shareholder, director, and premises information.
- Inspection, compliance review, and regulatory monitoring.
- Communication of application status, notices, decisions, and regulatory feedback.
- Generation and management of licences, certificates, approvals, and related records.
3. Authorised Use
The e-Licensing System may only be used by authorised users, including applicants, licensed operators, authorised representatives, Board staff, inspectors, verifiers, approvers, administrators, and other approved users.
You must only access information, services, and functions that you are authorised to use. Accessing, attempting to access, altering, or interfering with information or functions outside your authorised role is prohibited.
4. User Accounts and Passwords
Users are responsible for maintaining the confidentiality and security of their usernames, passwords, and any other login credentials used to access the e-Licensing System.
- You must not share your account credentials with another person.
- You must not use another person’s account without authorisation.
- You must ensure that information submitted using your account is accurate and lawful.
- You must immediately report suspected unauthorised access, password compromise, or misuse of your account.
Any activity performed using your account may be treated as activity performed by you or by the organisation you represent, unless proven otherwise.
5. Accuracy of Information Submitted
All information submitted through the e-Licensing System must be accurate, complete, current, and lawful.
- You must not submit false, misleading, incomplete, or fraudulent information.
- You must not submit forged, altered, expired, or unlawfully obtained documents.
- You must promptly update or notify the Board of any material changes to submitted information.
- You must ensure that you have authority to submit information on behalf of an applicant, operator, company, employee, director, shareholder, or other person.
Submission of false, misleading, or incomplete information may result in rejection, deferral, suspension, cancellation, enforcement action, or any other lawful regulatory action.
6. Uploaded Documents and Attachments
Documents uploaded to the e-Licensing System must be genuine, readable, relevant, and submitted for lawful licensing or regulatory purposes.
- The Board may review, verify, accept, reject, or request replacement of uploaded documents.
- The Board may verify uploaded documents with relevant authorities, institutions, or issuing bodies.
- Uploading a document does not guarantee that the document will be accepted as valid or sufficient.
- Users must not upload malicious files, unlawful material, offensive content, or documents unrelated to the application process.
7. Application Submission and Processing
Submission of an application through the e-Licensing System does not guarantee approval, renewal, issuance, or continued validity of any licence.
Applications remain subject to review, verification, inspection, payment confirmation, compliance assessment, approval processes, and any applicable legal or regulatory requirements.
The Board may approve, reject, defer, return, request clarification, request additional documents, or take any other lawful action in relation to an application.
8. Fees, PRNs, and Payments
The e-Licensing System may generate or record Payment Registration Numbers and related payment information for application fees, licence fees, and other approved regulatory charges.
- Generation of a PRN does not by itself mean that payment has been completed.
- Payment submission does not by itself mean that an application has been approved.
- Payment status may be subject to confirmation from the relevant payment or revenue system.
- The applicant remains responsible for ensuring that required fees are paid within the required timelines.
Any disputes, reversals, failed payments, duplicate payments, or payment verification issues may be handled in accordance with applicable procedures and instructions issued by the Board or relevant payment authority.
9. Verification and External System Checks
The Board may verify information submitted through the e-Licensing System using official records, government systems, regulatory databases, payment systems, company registries, identity verification systems, or other lawful sources.
By submitting information through the system, you acknowledge that such information may be checked, validated, or compared with information held by relevant authorities or institutions for licensing, compliance, audit, payment, or regulatory purposes.
10. Notices and Communications
The e-Licensing System may send notifications, emails, alerts, reminders, and status updates relating to applications, payments, inspections, approvals, deferrals, rejections, renewals, password expiry, compliance matters, and other licensing activities.
Users are responsible for ensuring that their contact details, including email addresses and telephone numbers, are accurate and accessible.
11. Prohibited Conduct
Users must not misuse the e-Licensing System. Prohibited conduct includes:
- Attempting to gain unauthorised access to the system or another user’s account.
- Sharing, selling, or transferring login credentials.
- Submitting forged, false, misleading, or unlawfully obtained information.
- Uploading malware, viruses, harmful scripts, or suspicious files.
- Interfering with system workflows, records, audit trails, or approvals.
- Attempting to bypass security controls, access controls, payment controls, or validation checks.
- Using the system for unlawful, fraudulent, abusive, or unauthorised purposes.
- Copying, extracting, scraping, or misusing system data without authorisation.
- Impersonating another person, organisation, officer, applicant, or operator.
12. Audit Logs and Monitoring
The e-Licensing System may record user activity, including login activity, application submissions, document uploads, workflow actions, approvals, comments, status changes, failed login attempts, IP addresses, and other system events.
These logs may be used for security, audit, compliance, investigation, troubleshooting, accountability, and regulatory purposes.
13. System Availability and Maintenance
The Board aims to maintain the availability and reliability of the e-Licensing System. However, access may be interrupted, restricted, delayed, or unavailable due to maintenance, upgrades, network issues, security controls, system errors, force majeure events, or other operational reasons.
The Board may suspend, restrict, or disable access to the system where necessary for security, maintenance, investigation, compliance, or lawful administrative purposes.
14. Privacy and Data Protection
Personal data and application information submitted through the e-Licensing System will be handled in accordance with applicable data protection requirements and the Board’s Privacy Policy.
Users should read the Privacy Policy to understand how information is collected, used, stored, shared, protected, and retained.
15. Intellectual Property and System Content
The e-Licensing System, including its design, content, workflows, forms, generated records, templates, reports, and system components, is provided for official licensing and regulatory use.
Users must not copy, reproduce, modify, distribute, exploit, or misuse system content, records, templates, or generated documents except as permitted for lawful licensing, compliance, or official purposes.
16. Breach of These Terms
If a user breaches these Terms and Conditions, the Board may take action including but not limited to:
- Suspending or disabling access to the e-Licensing System.
- Rejecting, deferring, reviewing, or cancelling an application where lawful.
- Requesting clarification, replacement documents, or additional verification.
- Referring the matter for investigation, enforcement, audit, or legal action.
- Taking any other lawful regulatory or administrative action.
17. No Automatic Licence Approval
Use of the e-Licensing System, submission of an application, upload of documents, payment of fees, or generation of a PRN does not create an automatic right to be issued, renewed, or granted a licence. All licensing decisions remain subject to the applicable law, regulatory requirements, verification, inspection, approval processes, and decisions of the Board.
18. Changes to These Terms
The Board may update these Terms and Conditions from time to time to reflect changes in law, regulatory requirements, system functionality, security controls, operational procedures, or administrative needs.
The latest version of these Terms and Conditions will be published on the e-Licensing System with an updated effective date.
